The initial approach was to quantify systems effectiveness from the equipments' mission essential hardware characteristics. This approach was discontinued because the hardware characteristics identified were too detailed to allow a general method to be developed. The second approach involved the identification of the logistics factors that influence systems effectiveness and the reallocation of resources among the most sensitive of the logistics factors. This report describes the methodologies employed in the two approaches, discusses the problem, and presents the results.
