Quanterion Solutions Incorporated has years of experience in every facet of reliability and maintainability engineering for commercial and government customers including such classes of activities as:


Analyses

  • Developed a desktop suite of 20+ tools for automated reliability techniques marketed to R&M community as "QuART" (Quanterion Automated Reliability Toolkit).
  • Performed failure modes and effects analyses (FMEA) and fault tree analysis (FTA) for safety critical circuits on new regional jet aircraft.
  • Performed reliability predictions for Navy submarine Towed Array sonar system, commercial communications equipment, and several different subsystems being placed on new regional commuter jets.
  • Performed reliability predictions for state-of-the-art telecommunications manufacturer as a means of using reliability as market discriminated feature of their product.
  • Taught Failure Mode Effects and Criticality Analysis (FMECA) and Fault Tree Analysis (FTA) training courses at numerous commercial and military organizations.
  • Developed specialized Weibull Analysis tools for tracking and reporting field reliability of specialized Air Force systems.
  • Developed Failure Mode Effects and Criticality Analysis (FMECA) tool for use in pharmaceutical manufacturing industry.
  • Developed maintainability prediction tool to be used in an integrated R&M analysis software suite.
  • Developed the PRISM automated reliability prediction tool and current enhanced version, "217Plus", being maintained under the Reliability Information Analysis Center (RIAC). MIL-HDBK-217
  • Managed the most widely used reliability prediction methodology, MIL-HDBK-217 "Reliability Prediction of Electronic Equipment", for the DoD for 10 years.
  • Authored "Fault Tree Analysis Application Guide" currently being marketed by the Reliability Information Analysis Center (RIAC).
  • Formulated and managed research studies to develop component failure rate models for operating and non-operating reliability, as well as to assess the impact of operational effects on reliability.
  • Performed parts stress reliability predictions, FMECAs, FTAs, and identification of reliability critical items on commercial and Army anti-chemical-biological warfare electronics and non-electronics equipment and smoke sensor electronics.
  • Performed detailed reliability evaluations on a ship decoy system, tactical military communications system, wireless telephone equipment, medical diagnostic equipment and a people-mover door system.
  • Developed warranty analysis and tradeoff tool.


Data and Information



Design

  • Evaluated component application for commercial power generating equipment and state-of-the art commercial communications systems.
  • Performed independent reliability assessment of damage and preparation of material to be used for expert witness testimony.
  • Authored reliability design guidelines for commercial manufacturers.
  • Performed stress analysis on different types of commercial designs to target areas for reliability improvement.


Documentation



Management

  • Day-to-day operator of DoD Center of Excellence in reliability, maintainability and quality; the Reliability Information Analysis Center (RIAC) formerly Reliability Analysis Center (RAC).
  • Authored reliability guidance documents for international organizations responsible for equipment procurement to monitoring of safety critical facilities.
  • Authored reliability and maintainability program guidance sections of widely used publications such as "Program Managers' Guide to Reliability and Maintainability", "Reliability Toolkit: Commercial Practices Edition" (several versions), "System Reliability Toolkit" and "Blueprints for Product Reliability."
  • Authored reliability processes / practices and component reliability strategy documentation for military / commercial manufacturers.
  • Developed R&M program approaches for complex AF and FAA systems and equipment and evaluated approaches proposed by offers responding to RFPs under Performance Based Requirements.
  • Audited state-of-the-art equipment designer's reliability approaches / practices.
  • Advised commercial electronics manufacturers regarding use of the most cost effective means to develop reliable products.
  • Provided R&M program expertise to nuASR-9 Radarmerous large hardware development efforts, including ASR-9 Radar, ARSR-4 Radar, Voice Switching and Control System (VSCS), Mode-S Radar, Advanced Tactical Surveillance Radar, 60K Aircraft Loader, JTIDS, and several classified programs.
  • Acted as a reliability department for numerous companies under blanket purchase order.


Testing

  • Developing reliability test plans for very high reliability communications equipment.
  • Authored award winning report "Reliability Growth Testing Effectiveness".
  • Defined Accelerated Reliability Test plans and Environmental Stress Screening options for leading opto-electronics manufacturer.
  • Developed tailored Reliability Qualification Test plans for dozens of AF and FAA systems, including monitoring of the tests and analysis/interpretation of the test results.
  • Evaluated test results. on the Fighter Data Link program and co-authored a report on the findings.
  • Applied Design Of Experiments (DOE) test approaches to assess the impact of environmental and design factors on operational failures on the field reliability of automotive components.


Software Design, Development, & Engineering

  • Developed custom software for data acquisition, analysis and tracking of a pharmaceutical manufacturing process.
  • Developed specialized Weibull Analysis tools for tracking field reliability of specialized Air Force systems.
  • Developed Failure Mode Effects and Criticality Analysis (FMECA) tool for use in pharmaceutical manufacturing industry.
  • Developed maintainability prediction tool to be used in an integrated R&M analysis software suite.
  • Developed PRISM automated reliability prediction tool / method and the enhanced current version being marketed by the Reliability Information Analysis Center (RIAC).
  • Designed and developed database, user interface, and data conversion for a study to establish time degradation of electronic timing assemblies of a U.S. Army Nuclear Projectile.
  • Developed a Windows based product to automate Reliability Information Analysis Center (RIAC) data publications (NPRD-95, EPRD-97, FMD-97, and VZAP-95), the RIAC Automated Databook.
  • Designed and developed database, web based user interface, data conversion function (from multiple sources), and customer interface in establishing a Data Sharing Consortium to collect, maintain, and disseminate reliability/qualification data for electronic OEM manufacturers.
  • Developed free online reliability approach assessment tool called RASTER for "Reliability Approach Self-assessment Tool including Enhancement Recommendations"
  • Developed free online reliability awareness videos called QuICKER for “Quanterion Internet Connection to Knowledge for Enhancing Reliability”
  • Designed and developed data mining system that harvests reliability data from multiple internet resources.  The system incorporates tools to automatically identify candidate websites/pages, perform web crawling, harvest reliability data, annotate and cluster results, perform data validation, and provide visualization of results.
  • Led the design of a software development tools and technology information clearinghouse - a clearinghouse for acquisition and development personnel to locate and analyze unbiased information to select the latest software development technology for their programs.
  • Designed, developed, and maintain an electronic management information support system (ISS) to support day-to-day operations of the Reliability Information Analysis Center (RIAC). The ISS supports the daily administration, operations, and financial tracking and management of the center.
  • Designed, developed and maintain a system of 20+ software-based tools for automated reliability techniques. This system is called "QuART" (Quanterion Automated Reliability Toolkit)
  • Designed and developed the "217Plus" automated reliability prediction tool
  • Designed and developed an online training system to support online delivery of the REPERTOIRE set of 5 online reliability courses

  • Designed and developed an expert/knowledge management system called PROTOCOL to support reliability engineers in implementing reliability programs

Other Activities

In addition to the reliability and maintainability activities described above, we also have extensive experience as follows:

  • Proposal Management: We have served as Capture Manager, Technical Proposal Manager, Lead Technical Writer and Cost Proposal Manager for complex multimillion dollar government proposals involving written as well as oral content. We have also managed / authored smaller Small Business Innovative Research (SBIR) proposals as well a unsolicited White Papers and responses to Broad Agency Announcements (BAA) to government and commercial organizations.
  • Independent Reviews / Analyses: We have performed independent reviews of competitive proposals, business operations and product designs for a variety of organizations. These include gold, green, blue, pink and red teams on major government proposals.
  • Technical Writing: We have authored manuals, guidebooks, handbooks, toolkits, quick reference guides, newsletter, training courses, slide rules, technical and cost proposals, help files, web content and other forms of knowledge dissemination media as hard copy, CD-ROM, or web media.
