- Developed a desktop suite of 20+ tools for automated reliability techniques marketed to R&M community as "QuART" (Quanterion Automated Reliability Toolkit). Added “QuART PRO” and “QuART ER (Enhancing Reliability) expanded versions.
- Performed failure modes and effects analyses (FMEA) and fault tree analysis (FTA) for safety critical circuits on new regional jet aircraft.
- Developed self-assessment tool “RASTER” (Reliability Approach Self-assessment Tool including Enhancement Recommendations) for organizations to assess the maturity of its reliability practices.
- Developed “PROTOCOL” (Product Reliability On-line Tools Collection) on-line knowledgebase for the Army combining expert advisors, analytical tools, tutorials and databases allowing the tracking of reliability progress and the capturing of lessons-learned.
Researched Cloud Computing and published Critical Review and Technology Assessment on the subject as a publication under our operation of the Data and Analysis Center for Software (DACS) now the CSIAC.
- Performed reliability predictions for Navy submarine Towed Array sonar system, commercial communications equipment, and several different subsystems being placed on new regional commuter jets.
- Performed reliability predictions for state-of-the-art telecommunications manufacturer as a means of using reliability as a market discriminated feature of their product.
- Taught Failure Mode Effects and Criticality Analysis (FMECA) and Fault Tree Analysis (FTA) training courses at numerous commercial and military organizations.
- Developed specialized Weibull Analysis tools for tracking and reporting field reliability of specialized Air Force systems.
- Developed Failure Mode Effects and Criticality Analysis (FMECA) tool for use in pharmaceutical manufacturing industry.
- Developed maintainability prediction tool to be used in an integrated R&M analysis software suite.
Developed the PRISM automated reliability prediction tool and current enhanced version, "217Plus", being maintained under the Reliability Information Analysis Center (RIAC).
- Authored "Fault Tree Analysis Application Guide" currently being marketed by the Reliability Information Analysis Center (RIAC).
- Developed warranty analysis and tradeoff tool for making tradeoffs of warranty approaches for military contractor.
- Performed independent “audits” of organizations’ strategies, policies and practices in various aspects of engineering.
- Developed reliability prediction models for photonics devices for the Navy, and integrated them into RIAC “217Plus” prediction methodology.
- Supported AF trusted protocol program by comparing and analyzing the evolution of the architecture and formulating an appropriate architecture sequence suitable for the spiral development of secure routing capability.
Developed authoritative guide to reliability modeling (“Reliability Modeling: the RIAC Guide…”) and published it under our day-to-day operation of the Reliability Information Analysis Center (RIAC).
- Under our Engineering and Management Support contract to Brookhaven National Laboratory, performed independent audit of International Atomic Energy Agency Equipment Maintenance Information System (EMIS) assessing its ability to effectively “manage” the availability of equipment used to monitor stockpiles.
- Performed reliability and life-cycle cost analyses on mobile shelters used by the military for remote surgical operations.

- Competitively awarded the day-to-day operation, and current subcontracted operator, of the Reliability Information Analysis Center (RIAC), the DoD “Center of Excellence” in reliability, maintainability, quality, supportability and interoperability.
- Competitively awarded the operation of the DoD “Center of Excellence” in software engineering and information technology, the Data and Analysis Center for Software (DACS).
- Competitively awarded the operation the DoD Cyber Security & Information Systems Information Analysis Center (CSIAC), a “Center of Excellence” in the fields of software intensive systems engineering, information assurance, modeling & simulation and knowledge management/information sharing.
- Developed Prototype Model for Army Product Reliability On-line Tools Collection (PROTOCOL) as an expert system/knowledge management environment for reliability practitioner's use in defining and carrying out tailored reliability programs.
- Coauthored widely used reliability databooks including "Non-electronic Part Reliability Data", "Electronic Part Reliability Data", "Failure Mode/Mechanism Distributions", and "Electrostatic Discharge Susceptibility Data" (NPRD-2011, EPRD-97, FMD-2013, and VZAP-95).
- Surveyed availability of Enterprise Asset Management and Computerized Maintenance Management Systems for use in tracking field reliability of commercial products and military systems.
- Developed Web-Accessible Repository of Physics-based Models [WARP] as a free on-line resource for analyzing reliability using a physics-of-failure approach, as opposed to an empirical approach.
- Developed Software Model Repository [SWMR] under our Data and Analysis Center for Software (DACS) collecting models for various aspects of software developing and maintenance including such aspects as software cost and software reliability.
- Developed on-line subscription-based reliability-related databases [ROADS] (RIAC On-line Automated Databook System) under operation of Reliability Information Analysis Center (RIAC).
Design
Researched and published a guidebook of “Long-Term Aging of Systems Techniques” (LAST) as a publication under our day-to-day operation of the Reliability Information Analysis Center (RIAC).
- Evaluated component application for commercial power generating equipment and state-of-the art commercial communications systems.
- Performed independent reliability assessment of damage and preparation of material to be used for expert witness testimony.
- Authored reliability design guidelines for commercial manufacturers and supported OSD (Office of the Secretary of Defense) initiatives to reinvigorate reliability within DoD. Authored reliability guidelines for the International Atomic Energy Agency (IAEA).
- Analyzed the most effective processes in developing quality software and published “Software Gold Practices” as part of Data and Analysis Center for Software (DACS) operation.
- Performed stress analysis on different types of commercial designs to target areas for reliability improvement.
- Conducted assessment to determine whether any analytical methodologies developed and employed by the reliability engineering community could be employed to develop a new paradigm in corrosion prediction.
- Currently researching the reliability implications of “going green” assessing alternative energy technologies under a Reliability Information Analysis Center (RIAC) study.

- Evaluated test results on the Fighter Data Link program and co-authored a report on the findings.
- Applied Design of Experiments (DOE) test approaches to assess the impact of environmental and design factors on operational failures on the field reliability of automotive components.

- Developed custom software for data acquisition, analysis and tracking of a pharmaceutical manufacturing process.

- Designed and developed database, web based user interface, data conversion function (from multiple sources), and customer interface in establishing a Data Sharing Consortium to collect, maintain, and disseminate reliability/qualification data for electronic OEM manufacturers.
- Developed free online reliability approach assessment tool called RASTER for "Reliability Approach Self-assessment Tool including Enhancement Recommendations"
- Developed free online reliability awareness videos called QuICKER for “Quanterion Internet Connection to Knowledge for Enhancing Reliability”
- Designed and developed data mining system that harvests reliability data from multiple internet resources. The system incorporates tools to automatically identify candidate websites/pages, perform web crawling, harvest reliability data, annotate and cluster results, perform data validation, and provide visualization of results.
- Led the design of a software development tools and technology information clearinghouse - a clearinghouse for acquisition and development personnel to locate and analyze unbiased information to select the latest software development technology for their programs.
- Designed, developed, and maintain an electronic management information support system (ISS) to support day-to-day operations of the Reliability Information Analysis Center (RIAC). The ISS supports the daily administration, operations, and financial tracking and management of the center.
- Designed, developed and maintain a system of 20+ software-based tools for automated reliability techniques. This system is called "QuART" (Quanterion Automated Reliability Toolkit)
